A Study on the improvement of National Pension’s benefit levels- focused on pensions for survivors and the disabled

|
Due to reform of National Pension in 2007, problems of National Pension’s vulnerable benefit levels have been pointed out and at the same time, expected benefits of annuity including such an old-age pension to be sharply decreased by lowering the amount of basic pension. While a reduction in an old-age pension is partially supplemented with the Basic Old-age Pension System and buffered with the interim measures based on the duration, reformed regulations intact are applied to a pension for the disabled and survivors. Eventually, those come under circumstances in which they cannot expect any proper insurance for social danger such as disabilities and death. In addition, even if the pension of the disabled and survivors as a hazardous insurance is distinct from the old-age pension, which is for savings insurance, it does not reflect on fundamental principles of insurance in making a salary structure but just considers subscription periods. This study proposes the alleviation of differential rates of pay according to subscription periods, introduction of the minimum pension system, and adjustment of a pay formula in order to secure appropriateness, which fits roles and functions of National Pension, of the disabled and survivors’ reduction in salaries. With upgrading basic subscrption periods of the pay formula, it can improve levels of fundamental pension, and through the minimum pension system, it can construct security system that is faithful for the purpose of the basic insurance. By doing this, it can approach to faithful principles of social insurance.
